General Information

Noa is a Ph.D. candidate at the Zvi Meitar Center for advanced legal studies, Tel Aviv University.

Her dissertation, titled “Struggles Over Power and Authority in the Legislation Process of the Israeli Knesset: Between the Welfare State and the Regulatory State” is being written under the supervision of Prof. Neta Ziv and Prof. Tamar Kricheli-Katz.

Noa holds an LL.B, LL.M, and a B.A. (in Government Studies) from the Interdisciplinary Center, Herzliya, all three with distinction. Her LL.M. dissertation examined the characteristics and conflicts of current Israeli urban law regarding the preservation of historic buildings.

During her studies, Noa served as a research and teaching assistant in several fields, including Jurisprudence, Labor Law, Property Law, Sociology of Law, and Legisprudence. Noa also served as an editorial member of the IDC Law Review. After concluding her studies, Noa interned at the Knesset’s Legal Department, under the supervision of the Legal Advisor to the Knesset’s Economics Committee.

Noa is the Academic Director of the Legislation Clinical Program at the School of Law, Sapir Academic College. She is also the secretary of the Israeli Chapter of the International Organization of Constitutional Law (ICON-S).

In 2023, Noa was a visiting scholar at the UC Berkeley School of Law.
